State intrigue matters for murder plots, but state diplomacy does as well with getting people to join your plot. A poison wine plot will probably fail against a temperate person. It also depends on the plot type as well. If the targeted character is paranoid or diligent for instance, a lot of plots won't be successful. That's just for the plots to fire though, not be successful. In the case of if you had 147% plot power, you might want to use your spymaster to build a spy network to push it above 150%. Let's say you have something like 147% plot power, it's really 100% plot power which can honestly take a really long time to fire, you usually won't see plots fire quickly unless it's 200% or above. When plotting, a murder plot can only fire at 50% or higher, and then every 50% added to that gives a 3X more likely chance a plot will fire. Just hover over a title to see the inheritance rules in the tooltip and where you are in line for the title. If you have dynasty members with another title, murder is always an option. Picking "become king of x" ambition cuts the cost of creating a kingdom in half and gives a small chance to actually get a claim on a kingdom. Try to always get to 51% of the area in a de jure duchy or kingdom first so you can create the title and get de jure claims on everything else you don't have. So for instance if you're a duke and you push your vassal's claim for a duchy, they'll become independent. The title you declare war for has to be a lower rank than yours, or the claimant will go independent. See if you can invite one them to your court and give them a title to make them your vassal, then declare war for the title they have a claim on.
